How does onboarding work in the Turkish employment context?

Onboarding (işe alıştırma in Turkish) is the structured process that takes a new hire from signed offer to full productivity over weeks or months. In Turkey it carries a statutory layer: the SGK new-hire declaration (işe giriş bildirgesi) is due before the first working day, a personnel file (özlük dosyası) is mandatory, and safety training must precede the work itself.

The statutory layer inside Turkish onboarding

Three legal items are woven into every Turkish onboarding plan. The SGK new-hire declaration must, as the general rule, be filed electronically before the employment start date (Law No. 5510, Article 8, though limited sector exceptions exist), and missing it draws an administrative fine on the order of a monthly gross minimum wage. The employer must also open a personnel file — the özlük dosyası — for the employee, holding the contract, identity documents and statutory records (Labor Law No. 4857, Article 75). And occupational health and safety training is mandatory before the employee starts work, then repeated at intervals (Law No. 6331, Article 17).

For a foreign company hiring through an employer-of-record, these statutory steps sit with the legal employer: the EOR files the SGK declaration, keeps the özlük file and arranges safety training, while your own team runs the role, tools, goals and culture side of onboarding. Agreeing that split before the start date — and confirming the declaration was actually filed on time — prevents the two failure modes of remote Turkish hires: paperwork gaps on the legal side and an unowned first week on the practical side.

The phases: pre-boarding to day ninety

Pre-boarding runs from accepted offer to day one: the contract is signed, documents for the personnel file are collected, the SGK declaration is filed, equipment and system access are prepared, and the new hire gets a welcome note explaining the first day. Day one and the first week belong to orientation (oryantasyon in Turkish usage): introductions, workplace and rules, the safety training, and a session with the manager to set role expectations. Many Turkish companies also assign a buddy — a peer who fields the everyday questions no formal program covers.

From there the emphasis shifts to productivity: goals for the first 30, 60 and 90 days, regular one-to-ones with the manager, remaining trainings, and a two-way review toward the end of the probation period. Onboarding is finished when the employee runs the full role independently — a milestone measured in outcomes, not calendar days, which is why well-run programs keep the checklist alive well past the first week.

What good onboarding changes

The honest case is qualitative: a new hire who experiences a planned first stretch feels owned rather than forgotten, is less likely to leave early, and reaches full productivity sooner, and the manager spends the early months evaluating performance instead of answering setup questions. On the compliance side the gain is concrete — when the SGK declaration, personnel-file documents and mandatory trainings hang on a checklist with named owners and due dates, the gaps that otherwise surface in a labor inspection are prevented at the source.

The practical test is outcome-based: expectations are clear, relationships are working, statutory paperwork is complete and the manager has stopped being the answer desk for setup questions.
