No new hardware

PDKS stands for personel devam kontrol sistemi — Turkey's term for a personnel attendance control system that records when employees clock in and out, usually associated with card readers, fingerprint or face-recognition terminals at the door. Otto HR's take is the software side: the data your device produces is imported, reconciled with approved leave and turned into a payroll-ready timesheet — Otto flags the exceptions, a person keeps the approval. No. Otto HR sells no hardware and requires none: if a card reader or turnstile is already at your door, you upload the file it exports. Teams without a device can record times by hand. Either way, leave reconciliation and the payroll connection work the same.
The device produces the raw data: who clocked in and out, on which day, at what time. A puantaj — the Turkish payroll timesheet — is that data worked into an account: hours worked against hours expected, with leave days marked. Otto HR connects the two: device data comes in, gets reconciled with leave, and the timesheet falls out.
It needs care. Under Article 6 of Turkey's data protection law (KVKK, Law No. 6698), fingerprints and facial data are special-category personal data with strict processing conditions, and published summaries of Turkish Data Protection Board decisions have found biometric entry tracking problematic on proportionality grounds where a lighter method such as a card would do (e.g. decision no. 2019/81, 25 March 2019). Otto HR stays out of that debate: it operates no biometric devices and stores no biometric data — it processes the clock times your device produces. Review your device choice with your legal counsel.
A device isn't required — orderly records are, for everyone. Article 9 of the Working Time Regulation under the Turkish Labor Law (Law No. 4857) obliges employers to document employees' working hours with suitable means, even for a ten-person team.
